I have 2 solution :

Solution 1:
1.Create a new Image(800x600)


2.press "D" key for default color.
3.goto FILTER > RENDER > CLOUDS.



4. and then Filter > Sketch > Chrome and set this parameters :



5. Select from toolbox "Single Row Marquee tool"



6. press "Ctrl+J"

9.press "CTRL+L" for levels.

10. and then set it like this:

Add more details (numbers)

you done!

Solution 2:
you can FORGET ALL! and follow these :

1. Create a new Image ( 800 x 600)

2. type your numbers like this:

3. Rasterize this layer . and select single Row Marquee tool

4. Press Ctrl+c to copy press Ctrl+v to Paste and Ctrl+t to scale it.
